In time, we want to employ people full-time, and rely less on voluntary work.
First steps are taken to be a stand alone organisation. Instead of being a project of the organisation Square Truth Network, the organisation will be restructured and rebranded as factcheck.vlaanderen.
As we work with young journalists, we want our fact checks to reach more young people. In order to do so, we will experiment with different formats on social media like TikTok, and are in talks with organisations working with (vulnerable) young people for collaborations.

factcheck.vlaanderen does not make use of a rating system (such as ‘false’ or ‘missing context’), as explained on our ‘methods’-page.

Factcheck.Vlaanderen outlines their methodology in detail, explaining how they select claims for fact-checking and the criteria for selection.
They describe their research process, emphasizing the use of primary sources to support or refute claims, consulting experts, and contacting claimants for clarification when possible.
The completion of their investigations involves a thorough review process, including double-checking evidence by the head editor or another fact-checker before publication.
Factcheck.Vlaanderen states they do not use a fixed rating scale in order to allow for maximum nuance in their conclusions. This approach is their alternative to a rating system, and they explain that it is up to the reader to judge the checked claim based on the evidence provided.

- The section explains where and how they find and choose claims for investigation (in the subsection "wat factchecken we", i.e. "what are we fact-checking?"). It does so using its "own monitoring, using artificial intelligence (posts on social media with large reach and possible misinformation) and suggestions from readers". One detail: "own monitoring" sounds a bit vague, and could perhaps be explained more precisely (e.g. from which channels?) in order to make the process more transparent.
- The section explains clearly how the staff conduct research to evaluate vlaims (in the subsection "hoe factchecken we", i.e. "How do we fact-check?")
- The section explains clearly how fact-checks are written, edited and published (also in the subsection "hoe factchecken we", i.e. "How do we fact-check)
- The section explains why they do not make use of a rating system (in the subsection "hoe komen we tot een conclusie?", i.e. "How do we reach a conclusion?")
The methodology is clear and complete without being too exhaustive. It is accessible to an avarage reader.
All 48 factchecks from 2023 were scanned and a sample of 10 were examined in depth. Overall, the methodology is well followed (but see other questions for details and suggestions for improvement).

Social media may be a better channel for this than the website. But Factcheck.Vlaanderen's social media seem to be intended more as a collection point for factchecks than as a real call to submit questions.
Although there is a clear explanation on the website to guide the public on what is worth submitting, this explanation is a few clicks hidden in the section "Werkwijze".
In summary, the call to submit factchecks can be made more prominent on both the website and social media channels, with a brief explanation of what is worth factchecking.

For one reviewed fact-check (regarding a statement by a politician, see https://factcheck.vlaanderen/factcheck/een-op-tien-vrouwen-geconfronteerd-met-zwangerschapsverlies#:~:text=Een%20exact%20cijfer%20over%20hoeveel,zwangerschappen%20resulteert%20in%20een%20miskraam), it was unclear where that politician obtained that specific statement. The factcheck carried out an 'independent investigation' into the statement, but without making it clear where the politician obtained her figures. The politician nor her employees were contacted for this.
But since this did not compromise the overall quality of the factcheck (based on primary sources/studies), and since only 1 out of 10 reviewed factchecks could detect such a deficiency, I evaluated this as "compliant".

However, probably more important is that the 10 reviewed factchecks provided at least two sources to verify the central claim of an investigation (or one in a case where there was only one single relevant source).

In 4 of the 10 reviewed factchecks, the identification of the source(s) could be improved, as they are vaguely described as "the spokesperson of Sensoa" (see https://factcheck.vlaanderen/factcheck/kindermisbruik-genuanceerder-dan-een-cijfer-van-een-op-tien#:~:text=Volgens%20federaal%20parlementslid%20Valerie%20Van,vormen%20zonder%20fysiek%20contact%20vallen.) or "an employee of Econopolis" (see https://factcheck.vlaanderen/factcheck/vrt-kost-jaarlijks-geen-150-maar-100-euro-per-gezin#:~:text=VRT%20deelt%20de%20overheidsdotatie%20door,euro%20uit%2C%20maar%20100%20euro.). However, it could be argued this is less relevant for that kind of sources.
Besides that, no anonymous sources were used (with the exception of social media users, but see 3.2.B)
Further, the function of a source at a particular organization is not always clear in the text (e.g. "An-Sofie Soens van Riziv", see https://factcheck.vlaanderen/factcheck/kindermisbruik-genuanceerder-dan-een-cijfer-van-een-op-tien#:~:text=Volgens%20federaal%20parlementslid%20Valerie%20Van,vormen%20zonder%20fysiek%20contact%20vallen.). Although in most of those cases you can look this up yourself when clicking on the link besides the name, it seems more transparant and reader-friendly to include such information in the article itself.

However, the charter ensuring editorial independence is somewhat hidden in the methodology section (as part of the endorsed IFCN guidelines).
However, some attention points are mentioned in several of the following articles. The main point of attention is the extent to which Factcheck.Vlaanderen can be critical for statements made in the content of the public broadcaster VRT (in the same way as it does for articles from the Flemish press), since its chairman is a VRT-journalist.

I found 8 factchecks in 2023 relating to a statement by a politician: 2 from the extreme left, 2 from a center party; 3 from the right, and 1 from the extreme right. All these factchecks debunked the central claim of the politician (with "it's more complicated than that" as mildest judgment).
It should be noted that no fact checks were carried out on statements from moderate left-wing politicians in 2023 (although the socialist party and the green party are part of the federal government). I see no reason to consider this a conscious choice, but it is certainly a point of attention if Factcheck.VLaanderen does not want to be considered as biased.

All available staff biographies and LinkedIn profiles were investigated. No direct ties with political parties were found.
One point of attention, however, is that one of the main factcheckers (Hanna Piens, also part of the governing body) sometimes likes posts from politicians and/or the European Union on LinkedIn. More specifically, one post from EU commissioner Didier Reynders and one post in which Prime Minister Alexander De Croo plays a prominent role (both are members of the liberal party).
Although this can be justified based on her work as an attaché at the Federal Public Service of Justice (where she is also part of the Belgian delegation on Consumer Protection and Information at the Council of the European Union), some restraint seems more appropriate. Also because no factchecks were carried out on statements from politicians from the liberal party in 2023.

During my review of different factchecks, I came across one possible case of a conflict of interest. In this factcheck (https://factcheck.vlaanderen/factcheck/vrt-kost-jaarlijks-geen-150-maar-100-euro-per-gezin), Factcheck.Vlaanderen debunked the statement from a well-known economist that the public broadcaster VRT should cost 150 euro per household (actually, it is only 100 euro). However, the chairman of the vzw Factcheck.Vlaanderen (Tim Pauwels) himself is a journalist at the VRT. This is not mentioned in the article.

However, since the chairman is a well-known journalist from the Flemish public broadcaster VRT it might be better to add that the governing body does not interfere with editorial decisions (because factchecks include statements about the VRT or statements made in content of the VRT). Or better, that substantive factchecks are not discussed at meeting of the governing body (since some members of the editoral team are also part of the governing body).
